Reputation is such a silly thing these days.
Like, the further you get from the game’s heyday, the more you wonder what makes all this mediocre content worth gatekeeping.
Considering how quickly the leveling process goes now, I’m not even sure it is possible to hit Exalted without making a distinct effort to do so. Especially with old world factions as the default is BfA and most people choose WoD onward for speed.
I have discovered Thokk here was boosted during one of the countless times I deleted him and rerolled him because I was bored. So unless they’ve changed the rules on heritage armor, I will need a whole new orc to get the stuff.
And then there will be violence.
As far as I’m aware (I may be wrong.) It only counts if you boosted or race changes after said patch.
I’m fairly certain I did my goblin heritage quest on my boosted warlock, it’s just that it was boosted long before the quest launched.
Although this could have been a bug, or me misremembering.
I did the gnome heritage quest on my priest (boosted back with the Legion bundle), so it should be fine. I think the boost restriction was just for allied races.

For reference, here’s the article about heritage armor requirements for allied races, which corroborates what you can find here. For main races (re: not allied races) you need level 50 and exalted with their respective faction.
