Why can’t I get the first 4 bosses? Did they take the mount away?

As in, “Why can’t I walk into the first half of Operation: Mechagon and overlevel solo it?”
Because it’s part of this season’s M+ rotation, so Heroic and Mythic are max-level, not legacy. So no more soloing those difficulties of that dungeon. They’re current-season content.
…and once the season is over, you can go back to doing that.

AFAIK, the devs haven’t undone S1’s dungeons yet.

I think I’m confused about what is being asked.
I think b/c OM is a current season mythic, you can’t access the part of it that’s not being offered until next season when its not a current dungeon. So yes, the first four aren’t being offered this season.
But I am pretty sure both wings have a mount?

The same was true of “legacy” dungeons on S1’s rotations. (Mists of Tirna Scithe, The Necrotic Wake, Siege of Boralus and Grim Batol)
As far as I know, those dungeons are still not legacy mode soloable yet, even though they’re not in a current M+ rotation. I believe the devs have to do something to restore their legacy dungeon status, and it hasn’t happened yet (or so I’ve seen reported).
So the assertion that O:M will definitely return to soloability is unproven AFAIC. If it depends on developers devoting any effort to do it, it runs a very real risk of being neglected just like all the other legacy content.
I think the test will be whether these dungeons return to legacy status after this maintenance.
