Only one of him can ‘exist’ at any time, so if someone else is doing the escort, then he is not there for you to find. I am not sure how long the escorts were in Vanilla but I’m pretty sure they were all longer than they are in current WoW. There is probably a respawn timer that kicks in once the quest has been completed as well.

This is one of the longest escort quests in the history of escort quests. You have to wait for other players to finish the quest like Tazarro said.
