It’s not. You prob came from a pserver and were used to them getting used constantly. They have a cd.

Here’s the deal: no head hanging in Stormwind, none of the NPCs have the buff, guildie goes to turn in head, gets their item, no buff.

Thats because there is a CD on ony buff. It’s 6hrs or so. You can turn in as many heads as u want. If someone popped one earlier you just wasted a raid buff.
