I’ve yet to sim this, but I saw two others posting a snapshot from RaidBots using Top Gear to show how bad the ring is for them. However, Top Gear was NOT updated for the new ring. Subsequently, you’ll need to use Gear Compare since Top Gear does not provide valid results for this item.
A ring with no primary/secondary stats intuitively feels worse, but if you’re going to use sim results to validate that it’s “hot garbage,” use the sim correctly.

Also remember to use nightly SimC builds because updates to interactions and hotfixes won’t be present in the weekly one.
I read this as, “Simming the ring with socketed stones in Top Gear works, but you can’t have Top Gear sim other combinations of stones for you.” Some clarity would be nice.
At least, the ring did sim as a minor upgrade for my spec when I simmed it with certain stones socketed.
I guess it does something, but given that the Raidbots team said “we’re not adding this; too complex,” I would probably take them at their word that it doesn’t work in Top Gear.
They specifically say the stones, but don’t mention the ring. In Top Gear you can sim different combinations of gems that you don’t currently have equipped, but not different combinations of stones, while in Gear Compare you can do both.
Sent an inquiry to Raidbots about this, and got a reply:
Stones will be simulated if they are equipped in your ring in any Raidbots tool, including Top Gear.
The only place you can change stones in the Raidbots UI is Gear Compare.
So simming the ring in Top Gear works, you just can’t swap stones there.
