Journey to the Blasted Lands and speak with Enohar Thunderbrew in Nethergarde Keep. Enohar is not where the quest marker leads you. She is outside at is found in a small camp with Maraad and Commander Vines as a food and drink vendor and you can’t turn the quest into her.

You’re likely in the wrong phase of the zone then.
If you look in the north of the map, along the road into the Blasted Lands, you’ll see a map marker for Zidormi. Talk to her to get put into the correct phase and the quest giver should show up in the right spot.
