Why were the Dark Portal and Brazier of Elune changed to only be placeable inside? Both of these items were, until very recently, able to be used outside.

Nobody really knows except Blizzard.
It was a blanket decision on many items as they take a very solid look at how outdoor lighting and special effects impact the player’s computers. Best guess is that they are going, one by one, through all of the items and measuring … uh … things. I’d hate to have to build that spreadsheet.
I think that it will be August when we get a patch with the outdoor stuff involved. It will be a new design in how the pieces interact with some kind of boundary. Perhaps then it will look quite tasteful and specific instead of my instinct to pile everything up in a corner.

Actually the changes to outdoor items that have a light source are on the PTR right now, so the next patch (presumably in June) should reinstate the ability to place most of these items down outside once again. The catch is that anything with a light source will have to be placed outside of the radius of other light sources.

Possibly it is just a quirk of ongoing maintenance. Brazier of Elune, for example, now appears when you select “Lights” In the catalog. Adding it to the “Light” category made it not placeable outside.
