"one or more party members are on a random dungeon cooldown"

I got this after a run that lasted about 15 min in my first WW random run at lvl 70. I have 15 min between the dungeon ending and being able to requeue. I did not leave or anything. I am not able to queue for any other dungeon option including TW while this is up. The timer can only be seen in the random WW screen.

edit - I was able to queue TW wod right after doing a random WW but when the queue popped, I was unable to enter. The load screen would flash up briefly and then return to where I was along with the message above.

This can happen if you dont kill all bosses most commonly in dark heart thicket skipping the dragon boss the game doesnt consider the dungekn complete so doesnt clear the queue wait timer
