One minor tweak to Doom winds. One minor tweak to Ascendance

Doom Winds needs to come off the GCD. I understand it has an attack on activation, so just remove the attack to validate it coming off the GCD. Throw one of those 1% buffs to Storm Strike or just tweak the base number by like 5 to compensate. To be honest you don’t even need to buff anything, just take it off the GCD.

Ascendance needs to get lowered to 2 min like the sister specs. No one is going to play it as a major cooldown at 3 mins and will remain opting to fish for DRE.

All I want for enhance at this point is split Ascendance from DRE with similar choice nodes as the other specs, a new visual for Ascendance, and make storm strike deal storm strike damage. Surging totem should deal flame strike damage as well.
