Because most of the players that collect and battle have already achieved what they want
Once you get past the 1000 pvp battle achievement, there really isn’t a reason to keep going. Especially since most players throw up teams that are hard to beat unless you have the perfect counter.
I have no desire to sit in a queue for 5 minutes only to be mauled by a Meta team

at this point, they should just add AI pvp pet battles

In fact, my #1 ask for pet battles is a randomised daily quest to beat an AI. If we can do that through the queue, well, that might be just as good.
If you’re in the queue for … 2 minutes? 3? … get matched against an AI. Bring it on.
Ironically, it would probably help the queues, since more people would have a shot if they knew they were actually going to get a battle before they retire.

That’s far too short of a time. It would need to be at a 10 minute wait. Then you’re randomly paired with one of the various pet battle NPCs. You could get an easy team, or you could get a difficult team that you need specific pet abilities to beat…
This is just my perspective, but the reason I don’t like waiting in queues is because I don’t do much of anything except stuff that relates to pet battling.
So, while I’m waiting for a pet battle, I’m pretty much stuck doing nothing, because once I queue, my pets are locked in, so no questing or non-PvP battles.
It would be nice if there was a mechanic in place that would lock in my PvP team, that will still allow me to go questing in WQ pet battles, then, once I accept a PvP challenge, my PvP team automatically gets swapped in, and I’m ready to go.
This way, I don’t have to stand around doing nothing while waiting for a queue. Yes, there are other things I could be doing, but who does them? The only stuff I do in the way of other things is ultimately to benefit my pet battling in some way.
Like, I was mining ores in BfA, getting the quests to upgrade my mining and engineering skill. But that was only to build my Mechantula pet. Now that I have three of them, who needs to mine more?
