I have three level 60s in bis AQ40 gear. Two unlocked the shoulder enchant but one can’t pick up the quest at all to unlock the should enchants (it doesn’t exist). Is there some prerequisite to picking up the quest that unlocks the shoulder enchant? It’s absolutely not in my quest log either. 3rd character is honored with AD. Bug???
