On a pale Horse doesn’t feel like it’s giving the 20% movement speed. I’ve tried it out with a few people and they’re running at the same speed, without any increase to their speed.

Seems to be working fine for me. I am currently leveling a Vulpera Frost Death Knight and I immediately noticed the mounted movement speed increase when I finally got On a Pale Horse.
To double check though, just to be sure, I checked my movement speed and it is absolutely applying the 20% increased movement speed.
