It is my understanding that Blizzard does not allow for some items to be transmogged as they are "too silly." One example for this is the weapon Spider Splatter Mace (a pan).
However I don't get why, if that is their policy why an weapon such as Stinkrot Smasher (a fish) can be transmogged.
I cannot find any reason for this but maybe those on the forums know why?

use to be a ban on mogging fish weapons. that has now changed. :D

It was their original policy to not have silly transmogs, they have finally relaxed that in BfA with some new items but I'm not sure why they haven't done other older ones.

Transmog should be unlocked, not just given freely. Catch 3000 fish in current content, and win 50 pet battles. Does that sound fair?

I think we need to see both Valerie and the "fling" in full glorious plate with the fish to really judge the mogs properly.
