Seems like an oversight. There’s no way to summon this NPC currently since the quest item is required but the quest chain is gone.
Edit: Item was apparently moved to the doctor.
Yup. The Butcher drops the Blood of the Innocents item now.
Of course, you have to remember not to walk out of side room where you summon Kirtonos as he arrives or you get locked out and don’t get to fight him or resummon him once he despawns. But that’s on me forgetting how and where that fight is supposed to be.
