So, if it’s actually intended that the “Classic” experience is analogues to the original “vanilla” World of Warcraft; will realm forums be allowed to promote community, or will the policy that realm forums cannot be used for social interactions, as suddenly enforced somewhere about four years into the game, be the policy of the Blizzard team?

I think Blizzard is handling Classic's hype poorly.
If I were them I'd fire up the old website, the old forums, and have 1-3 community managers who are passionate about Vanilla actively engage with the community to keep the hype going.
Perhaps create more videos regarding Classic WoW? More commercials?
They had gazillion of vids for BFA, and it merely had the same hype idk.

For about the first four years the forums on several realms were quite active. There were some trolls of course, but although it often took months Blizzard did eventually suspend them when they were reported.10/31/2018 02:09 PMPosted by ThundertotemNot sure what you are talking about, what policy is that?
Then, suddenly and without any notice or explanation threads started to be deleted on the realm forums for no apparent reason.
All discussions of real life events were deleted. A friend on the realm was wished a happy birthday, deleted. Poetry threads, deleted even when the poetry was WoW themed.
A well known person let the community know they would be taking a break because of a death in the family, thread deleted, when they reposted another version with less detail the new thread was deleted and they were suspended from posting.
Basically any thread other than guild recruitment was deleted.
The forums went from multiple pages of posts per day to three month old posts on page one. Inquiries about the change in policy to the email address that existed back then for communication about the forums went unanswered, inquiries in the Customer Support forum received replies from regulars on that forum saying that “if a thread was deleted then you violated the rules” response from the blues on that forum simply said that they did not moderate other forums and referred the above mentioned email address.
An attempt was made to host realm communities on third party blog sites, but posts containing those URLs were deleted.
For the most part realm forums have never returned to what they were before the change. As the community interaction via the forums was an important aspect of the game experience to myself and some others in vanilla, I was wondering if that environment would be allowed in the “classic” version.

Agreed you could imagine how many vanilla players would come back to at least say hi to people they played with. Maybe even re-form old guilds.
there are gonna be alot of server specific discords
They don't seem overly concerned with properly replicating a lot of old game elements so I wouldn't hold my breath. I'm sure we'll get some pretty words about how much they want to do X or do Y but in the end they'll just take the path of least resistance.

Sad but true. Much of the wow players base mirrors that philosophy of least resistance.
I don't think the populations will be high enough to justify those forums again.
