bro its based on your group size. Thats why most raids try to have around 20 people for max gear pieces.

Are SL raids considered “legacy” yet?
No. They are not.
Usually the previous expansion (in this case shadowlands) is not considered legacy content until the next expansion (in this case the war within) is officially released. And even then it is dependent on your level relative to the content. Which I think is 11 levels difference at minimum. If you are in a group, as long as one person in the raid meets the requirements to activate legacy loot mode, then legacy loot mode becomes active.
BFA was the exception to this rule because legacy loot mode was enabled early due to Covid. (patch 9.1.5 enabled legacy loot mode for BFA)
