Many moons ago, I used to regularly use a macro that was “/cast !bear form”
It worked for all forms. It would cast bear form no matter what your current form is. Including if you were in bear form at that time, it would “recast bear form”. Effectively, removing snares/roots while NOT leaving bear form. Does this still exist? It doesn’t appear to work anymore.

No it doesn’t. Blizzard broke that macro specifically to break power shifting and similar techniques. You can still accomplish something similar, but you need a CD available that automatically shifts you into Bear. Incapacitating Roar and Stampeding Roar being the only ones I can think of. If you do /cancelaura Bear Form and then /use Stampeding Roar it will do something similar, with some obvious limitations.
