I am returning after some years and I get constant pop up warnings about my add ons being out of date. At this point I only really want to have one add on which is ElvUI. I found a WTF folder and deleted everything else but they returned when I logged in again. I have WOWUp and it says the addons I want to delete ‘do not match with any of the configured suppliers’.

Yeah, WoWUP won’t remove or update addons it didn’t install.
You will have a directory
World of Warcraft\_retail_\Interface\AddOns
That’s what holds your addons, each with its own directory inside the Addons subdirectory.
You want to remove that Addons subdirectory and everything inside it.
You can also click the Addons button on the login screen, DIsable All, and then just re-enable your ElvUI.
