Okay, why does Tazarest make no sense?

So, can someone explain to me why Tazarest, the new main inn, isn’t considered a rested zone?

Or, to be more specific, WHY is it JUST the freaking carpet in front of the innkeeper that’s considered the rested zone? And, like, not the entire building with all the beds and couches in it, like every other inn in existence?

The first person to comment with some variation of “small indie company” gets a free ice cream and my eternal scorn.

Or just looking for something silly to complain about?

Tazavesh is too loud and heavily trafficked, so it isn’t very restful.
