OP, the system is set up so that Battlenet Chat is offline. That is for the Bnet app on your desktop, and any chat that runs through.
Game chats for older games are on totally separate systems and are not impacted by Bnet chat at this time. WoW in particular. It was designed and set up way way before Bnet chat was. People can add you to their in-game friends list using your char-server name without your permission and it will always show you going on and off line. Also your in-game location. You can’t turn that off. Same with Guilds I think. Any of those old systems are not tied into the BNet chat app.
Two diff chat systems that don’t interact.
NEW games that only use Bnet chat are of course fine. You still appear offline.
The Appear Offline feature will show you as offline to everyone in your Battle.net friends list both in the Battle.net app and in-game. Gameplay and game-specific features such as matchmaking are unaffected while you are appearing offline. Note that in the case of World of Warcraft, you will still appear online as your character in-game. 
While appearing offline you can still send and receive messages in the app, but it is up to you when you want to respond.
If your friends see you as offline while you are logged in make sure you didn’t accidentally select to Appear Offline. On the app, click the drop-down menu on your Avatar and change your status back to Online.

Not to open a sore, though like most things, what isn’t?.. back in 2014 with my current best friend and my current ex friend, the ex-friend wanted nothing to do with the other friend and practically forced me to pick a side instead of having both friends. So i don’t think stalking is something they wanted to do.
Where is that coming from?

I hate how they keep actively making offline mode less effective. Just hide my activity and stop asking me in the launcher, it’s on for a bloody reason.

It also shows if you’re offline and change zones. The zones will update, thus negating the point of offline mode. You just have to hover over the person to see it.
I go offline so people know I am doing stuff and don’t pop up at the top of their list. That way they can just see the people who are available.

I have guildless or my own guilds toons for when i dont want to people 
sometimes just good to just do stuff with no chat. I have played in offline and did not realise game did that
i wish that happen i like to play solo so if i stuff up only i know 
and also i am very good at dying so no one can count how many times i die 
i always got music going to loud in my headphones to even know it does it. i rarely am offline anyway but i only play listening to music unless i’m doing group content with people.

What could one be doing that they’re ashamed of! Like doing a key you promised to do with someone but doing it alone SECRETLY.
I tried to hide offline to do keys and my friends like, “I see you doing that key.” -_______-';
As of 10.2 , you will be able to play with NPC’s as party members

Sometimes you want to be left alone. Not talk to anyone. Whats wrong with stealth mode? Why do we need to talk everytime you log in?
Sometime you just want to log in and be alone and not speak to anyone. There is such a thing is privacy and Solitude. Why do I want to speak everytime I log in?
They could add a stealth mode so you can play without being disturbed.
i log in a lot of time and dont want to talk to draenei.
