Offensively Defensive quest/Zanchuli Council questline

I am stuck on this quest. No matter what I do, Ata the Winglord is not there for me to ride. I’ve disabled all addons, completely removed everything from my wow folder (cache, interface, wtf), and even logged in fresh from a completely different computer and he is still not there.

I can’t complete this quest and therefore am stuck from doing a bunch of other quests that go after this one :frowning:
No idea where to go from here

there are some other quests that use the same npc. if he’s not spawning, finish up any war campaign quests you have going. that’s what my problem was

I have also been unable to finish this quest, which irritates me since I love this quest line.
