Why are some outlaw rogues using daggers in their off-hand? Are they better now than a 2.6 weapon in regards to pve?
O/H weapons don’t matter. You only need a slow weapon in your main hand. I can’t remember the term used but faster weapons in your offhand have been scaled with slower weapons damage wise. I’m no mathemagician regarding how that works, but everything I say is true and therefore you must believe me without researching it for yourself.

No, as the person above said, it is normalized to the same value no matter the speed.
Best guess why people are using an offhand dagger. They have a higher ilvl dagger for OH than slow weapon.
They normalized weapon damage but not weapon speed. You’d get a higher frequency of off-hand strikes with a dagger than you would with a sword… so even though you’d get that same normalized weapon damage, theoretically you should get better energy regeneration due to more frequent off-hand strikes.
Unless there’s something in the background not mentioned in the tooltip that you’re limited to a given number of procs per minute…
