Reinstate transfers from Penance > Wild Growth only. (Eevn if transfers were opened to Shadowstrike, no one from Penance would use it.)
Also, definitely don’t bring back GDKPs. Just because it may bring some players back, it has a negative effect on grouping, as does being on a dead server.

A lot of players from penance spamming because they are upset hopefully blizzard realizes penance is dead and needs transfers and shadowstrike is fine and just needs tailored solutions.
