Obsidian Citadel Quartermaster Bug?

I recently hit Wrathion 5/6 after farming for keys for a long while, and I noticed I can’t interact with any quartermaster NPCs for either Wrathion or Sabellian. Anyone else having this issue?

edit: It just randomly started working…

Both of the quartermasters stopped working for me as soon as I hit 6/6 with one of them.

The rumor is that they disabled it due to exploits.
