nVidia driver problems not related to 2022 update

The last nVidia driver (I have an RTX 3090 if that matters) that works with WoW is 512.95. With vsync on I get 165 fps, with it off I get well over 200 fps. If I install ANY nVidia driver since then, my fps drops down as low as 20 and never gets higher than 40. Doing a clean install of 512.95 does not fix this. Even using display driver uninstaller and then reinstalling does not fix this. Yes, I have the newest GeForce Experience and tried the driver just released today, but it still causes the same problem. The only solution is to restore my entire boot drive from a backup. Any ideas?

No help yet, so I figured I would add one more thing. If I install a new driver, everything works fine until I reboot, at which point I get the frame rate drops. So nVidia must be changing something that loads on boot. Help!
