My partner and I are trying to play War Within and while I’m having no issues, she’s having issues with NPCs simply not being where they should be.
We did the Harbinger questline while waiting for the expansion to open and I was able to finish it just fine. Khadgar wasn’t there for my partner however. She tried logging, switching zones, leaving party, etc to no avail.
So she said screw it and we moved on to War Within. But once we got to the big city, there are no NPCs for her. She can see quests on her compass, but no npcs to talk to.
It’s a fresh install with no mods at all. Anyone have ideas?

My friend is experiencing this issue as well.
NPCs aren’t showing up.

So is the rumor true about an NPC Union?
Try /reload see if that helps.
I’m on the quest “The Archive” and cannot see the NPC to pick it up. It’s a good thing I paid for Early Access, only to not be able to access it.

I am having the same issue, but for me I have 2 accounts, and they are partnered together, one is fine, the other cannot see NPC’s. I found what worked temporarily was to hearth back to SW, then take the portal in SW to Dalaran again, and then the NPC’s were back, but going into a building, or changing “zones”, like going to the Violet Hold area (but not into the instance), and the NPC’s disappeared again!
Sadly, this did not work for me. I have used multiple hearthstones, went to multiple zones, Logged out,“/reloaded”. Nothing works. I can’t progress the campaign quest.

Yeah, my partner decided to just close out the game and wait until tomorrow to see if things work better. It sucks because we’d both like to be playing.
Sometimes if a quest is not working I’ll abandon it, go back and pick it up and then it works better. If that doesn’t work, I’ll enter a ticket. I’ve only had to do that a couple times since I started playing in Cat.
Tried that with no luck unfortunately.
I picked up the Harbinger quest on one toon. Couldn’t finish it due to no NPCs in the chamber of the guardian. Had to abandon it and pick up the quest to go to Silithus. Finished up that very short quest line and this gets Magni back in Dalaran and up and about. Then Harbinger works fine.
I had the same issue, i drop all my quest and problem is fix for now.
Hey everyone I was having this same problem then I realised I started a quest in the starting zone that you have to complete or all the NPCS remain hidden, it is the one where you fly from the starting zone through the hoops to the city.
Once I completed this all the NPCS came back, hope this helps.

Just had this. For me, I was on the quest “To Dornogal” but I was queued for a dungeon. My queue popped mid-quest and I didn’t finish it. Once I went back and finished it everything from NPCs to portals reappeared.
