Gor the Enforcer is invisible only to my druid Grassmane, not to my other characters. So i can’t finish the Durotar quest chain. The farseer Npc Shin Stonepillar is also invisible in that little hut. I tried abandoning the quest several times, getting out of chromie time, waiting a day and logging back in etc, but nothing changes.

I am having the same problem, neither NPC’s are in the building, or anywhere I can see/find them.

The same thing was happening to this new Orc Rogue. I created the toon, then first ran to Brill, flew to Org, filled the bank slots etc., then flew back & went to the starter zone for Orcs. I moved back to Org at lvl 6 to get skills started. Then to level up, I went back to the Troll starter zone. And after cleaning up the Razor Hill quests, I flew back to Orgrimmar with only the quest ("The Dranosh’ar Blockade "). I clicked the Warchief’s board then clicked on the starter for the Legion Returns, but didn’t accept it. It still wound up in my list, so I abandoned it.
Then the same happened, the map shows Gor’s location and a question mark icon, but both NPCs were invisible. I saw the fading in and out of guards and some running NPCs - still looking as though the Legion Return scenario was still running. I tried Logging out & logging in. Same thing. (Some alts of mine do the same, but not all.)
However, this is a new toon. I’ve done little with it so far. But, after removing all of my listed quests, logging in and out - the scenario kept on going. I could eat the the last meal, polish my armor and duel a NPC, but the quest wasn’t on my list. Next, I went back to the Warchief’s board. The Legion Returns quest was still available - Yet, off my list. So I ran through the scenario to get the Mark of Orgrimmar ring. Rather than get the weapon at a low level, I went back and skipped the remainder of the scenario (via Holgar Stormaxe), which then ported me to the new Dalaran. From a NPC quest, I quickly received the Dalaran Hearthstone in my bag, and returned to Orgrimmar. Now Gor and Shin both showed up with the new chain of quests being available.

This worked for my Belf pally. Thank you so much. In the future I will make sure I do this quest line before I speak to Chromie about anything. I think that would stop the phasing that makes these npcs invisible.
