Character @ level 50, and do not want to move on towards Shadowlands yet, as I have a few things I want to do in BFA before moving onwards, so I wanted to turn off experience. The Shadowlands Quest is available to this character, and at first did not start it, but had it in quest log.
Went to Stormwind, and unable to interact or find the NPC Behsten while inside the castle. Able to target the NPC while flying outside the building, but the NPC disappears once you go inside the building.
Tried to see if it was a phasing issue, and āstartedā the shadowlands quest, but the NPC is still not there, even after āportingā into shadowlands, possibly because the death gate is still there on stormwind map (just hazarding a guess).

For anyone else that desires to stop exp gain before heading to Shadowlands, one must actually find a lower level toon, sync leveling, and then Behsten will be targetable once more. Once I turned off exp. gain, and the party was disbanded, Behsten disappeared once more, so I am certain unless this gets fixed, I will have to party sync again with a low level toon just to re-enable experience (I have no desire to pvp on this toon, so yeah, that will be my plan of reactivating when the time comes.)
Would like to see Blizzard fix this problem so that Behsten does not phase out just because the shadowlands questline opens up. Players should be able to either opt in or out of being able to pause their āstoriesā or leveling even if they own the expansion.
Will add more if this is not addressed, when it comes time for my character to start leveling, if the issue is not fixed by then.

Iāve narrowed this issue down to it being a phasing issue with BFA content. I can see Behsten on characters that have not picked up or done ANYTHING for BFA questing, but as soon as I pick up a BFA quest, he disappears. Iām currently stuck on my level 50 mage and would like to go through BFA heroics before leveling out of them, but I canāt see the NPC. Iāll have to try the party-sync cheat.

So. I tried using Party Sync on my level 50 mage with a level 10, and it said she couldnāt sync because āsomeone was on a class trialā. I Leveled my mage the long way around and she was clearly not on a class trial, but I am an allied race, so maybe thatās why? Iām not sure.
Did you end up figuring it out? Iām stuck now too. Trying to unlock Kul Tirans so wanted to lock my level because they require a bunch of dungeons and donāt want to level out.
I was also stuck on a couple of characters not being able to see the NPC to stop levelling. They all had the Night Warrior Alliance quests started. It starts with āOn Whispered Windsā and then you are directed to Stormwind to quest āWaning Hopeā. I followed the quest to Zoram Strand, and accepted the first 2 quests there and completed them. Then went back to Stormwind and he was back. The 2 quests were āNo Survivorsā and āHopeā. (One where you have to kill 8 Forsaken Guards and the other to find 3 signs of Tyrande.)

Having āTides of Warā in my questlog was causing this problem for me. Abandoned it and everything went back to ānormalā (and bonus, all those refugees stopped cluttering up my fair city!)
Having this same issue rn. Forgot to tun xp back on before I went to The Maw, and now the NPC in Stormwind is no longer there to turn it back on.
Edit: Did the Darkshore quest (not the whole questline) offered in the same room and he showed up again. Experience eliminated - #3 by Jooy-proudmoore
