I had a reagent bag on my character but decided to go to the AH and buy a Simply Stitched Reagent Bag. As soon as I picked it up from the mail. I got a notice stating “You’ve obtained a reagent bag! Open your bag.”
I equipped it and the notice won’t go away. I logged off and played WoW Classic for 3 hours and came back and the notice is still on my screen covering some of my action bars. How do I make it go away?

I have had the same problem for the past few days. I tried a number of different things. I finally figured out a fix that seems to work for me. First thing to note: The ‘notice’ did NOT have the ‘red X’ in the corner to close it and I use a bag addon.
Below are the steps I took. Perhaps they will assist you and others.
I still had my previous reagent bag, so I used it and moved the new ‘Simply Stitched’ into my guild bank. Note, the ‘Simply Stitched’ was empty.
Using the menu, I went to Addons and disabled my bag addon then selected Reload UI.
Once the UI was reloaded. I opened my bank and all my bags.
With all bags/bank open, I moved the ‘Simply Stitched’ back into my character bags.
At this one, the ‘notice’ popped up again; however, this time, the ‘red X’ was visible. Because of this, I was finally able to close the notice.
Reequipped the ‘Simply Stitched’ and moved the old reagent bag into my bank.
Reloaded the UI again. Just to see if it would pop up again. So far it is good.
Using the Addon menu, I enable my bag addon and reloaded again.
As of now, the notice is gone and it seems to be fixed.
Hopefully this works for you and anybody else that may have this same issue.
EDIT: Just had the same issue with an alt that I was preparing for Dragonflight. As soon as the new ‘Simply Stitched’ was in my bags, the broken notice appeared. Discovered a more simple approach.
Problem seems to be solved in a more ‘Simply’ way. Thanks.
This happens even with no add-ons at all. I can sometimes dismiss the notice, but usually doing so only minimizes the bags and the notice simply shifts position to hang out in a more inconvenient spot. It has been a persistent bug since the 10.0 pre-patch added the new UI.

Thank you for sharing your experience. It is helpful to me. Sounds like I may be in for a longer battle.
This happened to me. I had an addon called Ark inventory so I disabled it, reloaded and the popup was gone. I then re-nabled Ark Inventory and reloaded and it was still gone. Hope this helps.
I put the free Reagent bag from the questline in the bank and reloaded my UI. This removed the notification. I am going to test on my alts who have the same notification. Will update once I test.
That fixed it for all of my alts who have the free bag in their inventory.
Yes finally someone who figured it out!
Its all about getting the X symbol back so u can close the pop up.
Gotta turn off bag mods and move reagent bag around to get the X back
Then u can finally close the pop up!
Otherwise it’ll float around ur UI and never let healers heal the raid again! LOL
