I really feel like you should be playing that mode for the competitive aspect, not for a cosmetic reward.
The reward is cosmetic to show off, but not be the primary reason to participate.
I’m pretty sure that is how they look at it too.
This is an RPG. It is about character progression and player growth.
Random Dungeons->Random Heroic Dungeons->Mythic Dungeons
Random Raids->Random Heroic Raids->Mythic Raids
Random BGs->Blitz->Rated Battlegrounds
Skirmishs->Shuffles->Rated Arenas*
Delves have difficulty tiers and an end-boss
*Personally, I see 3v3 as a higher tier difficulty than 2v2. The rewards you get from them also reflect that.
Do you want a competitive 3v3, or do you want a trophy pinata 3v3 to try and boost participation?
I’m pretty sure it is meant to be prestigious like it is right now for players that want to compete at the highest level of coordinated PvP the game has to offer.

This change will have no effect on the amount of folk trying for gladiator. That I agree.
Prob just to try to pull more players back into 3s. They realize that ss is bad for the game but everyone does it because its easier. But lower the bar for elite/glad and you may pull some of the pvp player base back to the actual competitive 3s bracket
Actually true. That’s why I play shuffle or bgb. I only have to be stuck with them for 15minutes before no longer having to interact with them again.
