I am a level 70 character that leveled to 70 normally (non-boosted) through BfA and Dragonflight questing. I am not timewalking. I picked the “Fight the Legion” quest up from the Command Board in Orgrimmar. I took the boat to the broken isles and completed that storyline culminating in killing 12 demons outside Orgrimmar, receiving the Accolade of the Banshee Queen by turning the quest into Elthyn Da’rai. Elthyn does not offer me the quest In the Blink of an Eye. I am unable to get that quest and am thus unable to access Legion content.
I have read both of the support articles named below and have tried everything I can glean I ought to try based on the information provided.

Those articles are of no help to me. The first article says that I should have been asked to visit Dalaran and witness its teleportation. This never happened. Instead, after completing the introductory scenario and turning the quest in, nothing happened. It also mentions that the portal to Dalaran is optional and you can simply take a flight to “Deadwing Pass” to continue with the quest. I took the zeppelin and then a flight to Deadwind Pass and spoke to Khadgar (based on feedback I found on the forums - the support article doesn’t mention what you’re supposed to do in Deadwind Pass). Khadgar doesn’t offer me anything except for two quests to kill demons in the local area.
Regarding the second article, my character is higher than level 50 (I am 70). I am not timewalking and should not need to be. I was never asked to speak to Holgar Stormaxe, but I have gone to him and found that he has no conversation options for me. I have also gone to the message board in Orgrimmar and found that the quest “In the Blink of an Eye” cannot be found on that board.
Based on comments I have seen on forums, I have had friends summon me to Legion and have gone to an innkeeper in Dalaran, but the innkeeper does not offer me a hearthstone.
I have relogged and returned to Elthyn Da’rai numerous times, and I still have no quest option.
I have been to the portal in Orgrimmar, and I still see Dalaran as in the Crystalsong Forest.
