I am a level 22 mage and only have learned one port spell. I went to the mage trainer and noticed that I should have learned more. Do I have to purchase said spells or is there a bug?
Near the Mage trainer will be a portal trainer who sells portals and telport spells.
Teleport spells, tht allow just you to port open up first and portal spells, that low group members to port, open up later. Both open up for specific places at various levels.

This doesn't answer my question. I know where to learn the spells. I thought that you learn the spells as you level on your own. Hence the question, do I have to buy the port spells, or is this a bug?
I've recently discovered that, no, teleport spells aren't automatically learned, other than Stormwind/Orgimmar. My most recent mage had to visit the Portal Trainer to learn the other cities, and had to actually travel to Theramore to learn that one. Another mage who is currently in Northrend content had to specifically visit the Shattrath and Dalaran portal trainers to learn those ones.
This has been the case for quite a while actually. Even in Legion, a mage had to hit 110 before being able to get the Portal for Broken Shore Dalaran. My mage(s) have all had to go to a main city to learn the spells.
It seems like portal and teleport spells are not learned naturally like the other spells, you have to go to the trainer, which is strange since people will miss them out a lot before figuring out how to obtain them since all other spells are learned without going somewhere
