I completed a delve with both a Horde and Alliance character, and I have the achievement, but I never received the reward. I have tried completing another delve on both factions, but still nothing.

Same, I have the achievement but no rewards. My friend has his achievement and the reward. When he goes to the Rostrum of Transformation he has a drop down for decals. I do not have that option.
I’m bugged out too. No rewards.
I went to apply the decal today and realized I don’t have them. I did delves on my warlock on the 6th and the next day I was online when the achievement popped, so apparently it’s bugged for anyone who was online. I may submit a bug report but I don’t have much faith because they didn’t fix the issue with the Ambrosial Sporestone in Dragonflight either, and that was a lot of work wasted 
Yeah I got hit with the bugged black netherwing drake skin in Dragonflight. Took forever for them to finally fix it. I know the dirigible isn’t a popular a mount but I really want those decals and colors.

Word on the street is that this is still broken today.
This is 100% still broken. I’ve run over 8 Delves. No achievement, no reward.
