Not getting reputation in Highmountain and no quests in Stormheim

Hello,

I’m trying to get the achievement Uniting the Isles. I have reached friendly on all the other reputations except 2. I have completed several quests in Highmountain and am not receiving any reputation gains. I have flown all over Stormheim and not cannot seem to find any quests. I have also looked online at reputation guides and spoken to NPC’s that should offer quests. I am currently 52nd level and have trivial quest tracking turned on. Ultimately I am trying to unlock the You are Prepared achievement to unlock the new races. Please help. Thank you.

Did you start the first two zones at the mission board in your class hall, or did you just show up and start doing quests?

Do you get Highmountain rep from running Neltharion’s Lair and Valarjar rep from running Halls of Valor?

I completed the other 3 zones to friendly with just questing. I haven’t run any dungeons as of yet. I have flown to all of the flight paths in Stormheim.
