I’m trying to unlock world quests on this character by getting friendly with all 3 factions. In Tiragarde Sound, every campaign and side quest gave rep. Then I chose Drustvar as my next zone on the map and took the ferry. In Drustvar I have turned in over a dozen quests and gotten no rep.
Am I missing something?
I believe you only get rep from a quest later along in the chain. You will reach friendly with this quest:
I really don’t know where that quest is. I’m guessing it is many hours down the line. In any case, seems like bad faith to me.
It’s literally been years that quest chains hasn’t uniformly provided reputation for every quest, by apparent design.
It doesn’t hurt to report it as a bug, because we don’t really know the devs’ intentions, but you have to accept that there’s a likelihood such a bug report will be quietly rejected as “working as designed”.

You can look up the questlines on wowhead and there’s probably a comment with more detailed info to see how far away you are. I quested there during bfa and I thought I remember the rep quest being near the end of the zone, but it’s been several years now. It shouldn’t take too long and, after you do it once, it will unlock world quests for the whole account without requiring friendly reputation on alts (you still need a few small prerequisites, but not difficult to do).
