On my main, I can get them. But my new level 80 alt has been doing every weekly with no key fragments. Also did the special assignment and got none. And no WQ is showing key fragments.
Am I missing some way to unlock that?

Do weeklys even get key fragments? I dont remember getting fragments from anything but world quests and worldsoul memories. Most of the weekly chests just give straight-up keys.
Make sure you go round talking to all the quatermasters too, depending on your levels they have a couple of keys each waiting for every new alt.

I dunno. I thought I got them from special assignments and Awakening Machine on Sen.

Special assignments just give a key straight up. I havent received any from awakening machine but maybe I just didn’t notice.
Edit: Frankly, I wish theyd just allow the purchase of coffer-keys from the get-go, or at least far earlier in the process of delving. They are a weird way to time-sync the content that is already limited in number of entrances per day and have a cap on their relative value.
By the time you get to your delve level where you can buy keys its like… 100s of delves in. Crazy.

key fragments are only expected from memories/echoes and key fragment WQs
Weeklies and general WQs are not expected to drop them unless specified.
Special assignments give a cache, if it’s one of your 1st 4 of the week they’ll have a key, after that, no guarantees on anything.
you get 4 keys a week and hopefully enough shards from echoes for 2 more keys if your RNG is good.
The gating on keys feels awful when combined with only bountifuls giving any journey progress or Brann XP.

I am of two minds on that. You can, in fact, still run your four bountifuls everyday for progress and exp even without a key. Sure, it sucks that you don’t get to open the chest at the end, but if there wasn’t some limitations on the loot, then I am sure the iLvl would be lower.
Personally, I run a few extra bountifuls each week without keys just to max out my vault, plus the extra dustweave drops are nice. That said, I seem to average 6 keys a week, so hitting the 8 isn’t that painful. Plus, I like running solo delves, even with minimum reward.
Since the game knows that you are running a bountiful without a key (it changes the icon when previewing on the difficultly selection screen, it would be nice if they added something more rewarding to the small chests at the end, like key fragments or echoes. Maybe even a chance for a map of your run was deathless.

Read the chests. Only the first 4 give keys.
I was asking about fragments, not full keys. I know how the full keys work.
Speaking of fragment WQs I haven’t seen very many at all. I feel like they reduced the amount of WQs with this as a reward as the weeks went by.

It does feel that way. Like 2 per week now? Still half a key, and often enough to give me two additional keys after burning five echoes.

World quests and world soul memories. Also says treasures and “outdoor events” but I’ve only gotten a token amount from the first and never from the second.

I kind of don’t even care anymore unless I get the hidden treasure boost item. The delve reward itself even bountiful always seems to be a duplicate of something I already have or a terrible trinket.
I’m at this point just doing 8 to fill up my vault and pick from 3 hopefully not bad items on Tuesday.
I find only rares and certain WQs drop them.
