I’m logged out in main cities and log into alts once a day.
In extremely rare cases I’ve noticed that when I walk into an inn I don’t get the little zzz icon on my character portrait. If I walk out of the inn and then back in, it appears.
Maybe just confirm that you see this icon on your characters. If you’re not seeing it, try leaving the inn/city and coming back in. If it’s not showing up, or if it is showing up and you’re still not getting rested, you might try posting on the bug report forums.
It’s there 100%, however I will try walking out of UC and back in to see if it changes anything.

My characters are getting rested correctly so it’s safe to assume that this isn’t a universal thing. I would defintely go post in the bug report forum about this, you can find it here:
Maybe one last thing to check before you do… disable all your addons (they’ll likely ask you to do this anyway) and check again.

I am also using some of the macros found on a “Dual-boxing” site (if you type in restedxp macro on google it should come up) - I don’t know if they’re actually working or not as numbers don’t seem be rising.
For those curious, the macro in question is this…

All this is doing is querying the API to get your rested xp and then printing it to a chat log. I ran this on a couple characters and they return a sensible non-zero value. What does it return for you?
I can try later to confirm but I think if you have no rested and then spend a few seconds in an inn, this number will change. I just don’t have any characters with no rested xp right now and am not currently able to use it up for science
EDIT: Another possibility occurs to me from when you say this…
Are you just capped? You can only gain at most 150% of a level’s worth of xp (I think). So if your value is just staying at the same spot you have probably hit the cap on that character.
