Sometimes if he’s not there, it’s because the area is phased by certain quests. Someone here will probably remember which ones, but it’s usually expansion intro quests, maybe Legion? BFA? Unfortunately, with some of these it doesn’t help to just abandon them - you have to finish some of the intros to clear the phasing.
