It seems like an odd arbitrary restriction to me here… especially since such restrictions never really existed with even mounts that look like are ground mounts but can fly like countless horses with wings. Or the Goldfish mount that should honestly be a water only mount like the seahorse. (Not saying it should, i’m saying the restriction makes no sense when things like that exist…)
Though me personally to those with no moving bits, i would just jet the mount back and thrust it forward before slowly setting it back with some speed effects, but that’s just me.
Maybe that’s the answer to your guys question here.
What would be funny is if they did just apply it and for instance you have a horse whose legs just flap behind when you go really fast. It’d be amusing.
Its not so much an animation issue as it is a “We dont want to spend more time/money for our Animators to add more”
You can see this answer being the same reason why a lot of creatures who used to have unique animations on their older models now being merged to use the same animation as other creatures. Example: Darkhound now uses the coyote skeleton and animations when it used to be unique.
It wouldnt be impossible to add special new animations for dynamic flight for all mounts, even those without wings… It just will take more time… and as we all know, “Time is Money, friend!”

Its not. I animate 3d models all the time for some other platforms. It isnt hard, it just can be tedious. There are tools to make it less tedious though. But its far from difficult. The only issues are the issues that Blizzard has with spending money.
I imagine ‘most will be’ is simply because most flying mounts already use animations that can be worked relatively seamlessly into those for Dragonriding. It’s easy to flap wings to demonstrate movement when the mount actually has wings. The ones without wings don’t translate as well and are thus being held back from it.
Probably only temporarily though. Even if it’s not a priority, I imagine that eventually dynamic flight will be available to all mounts, once suitable animations are created for them. And once the backlog’s complete, it’ll be relatively simple to have it available from the start for every new mount that’s added to the game afterward. Gotta imagine though that during TWW there’ll be constant complaints every time there’s a new mount that it has dynamic flight but ‘their favorite mount’ doesn’t yet.

But if Blizzard is actually going to do it, awesome. There is 0 reason for them not to.
Hell, give me a working copy of WoWModelViewer and I’ll make some myself in Blender. It’s not that hard at all
