During pre-patch I kept getting the error Not enough memory while having 16GB of memory and only being around 80% usage while running wow at lowest possible settings. So I upgraded to 32GB of memory and the issue went away…UNTIL TODAY! How the hell am I still getting not enough memory errors with 32GB of memory and only 60% usage??

There is also memory on your graphics card (called VRAM) which is what the error may be referring to. If your RAM looks good you may want to check the VRAM usage using the Windows Task Manager Performance tab, or using a program like GPU-Z.
Lowering graphics settings can help reduce VRAM as well as closing other programs running in the background while you’re playing. For example if you play with an internet browser open in the background it is often using some amount of VRAM.
You could try rebooting using Selective Startup to try and narrow things down.
Press Windows Key + R .
Type msconfig and press Enter .
Select Selective startup and uncheck Load startup items .
Select the Services tab.
Check Hide all Microsoft services . Note : Skipping this step may prevent your computer from rebooting correctly.
Click Disable all .
Click Apply then click OK .
Click Restart
Lastly, keep in mind that sometimes addons can cause memory leaks. Make sure you test the game after resetting the UI to try and rule out any possibility of addons causing issues.
