Not at spell hit cap, shadow spec ring rune not applying

I have 8% hit from talents, 2% on gear and should have 6% from the ring rune totalling 16%, the ring rune has been applied but does not show up on the item at all.

I just noticed this as well. I was trying to adjust my hit but removing the ring with the rune does nothing. Removing any other item with hit does adjust my rating. Does anyone have an explanation?
