I have been trying to farm the Midnight Mount from return of Karazan, but for some reason only some of my characters have to portal in Dalaran to get to Eastern Kingdom in order to get to Kara. is there a quest or something that needs to be done, or can I just take a Zeppelin over?
Are they in the Dalaran over the Broken Isles, or the Dalaran over Northrend?

Gotta do the legion intro quest which gives you the dalaran hearthstone.
Fastest way for Horde would prob be Org -> Stranglethorn Vale->Deadwind Pass
Alliance Stormwind -> Deadwind Pass

Okay, the ones who don’t have the Portal, how much progress do they have towards Legion content? Have they retrieved their first Artifact weapon and opened their Class Order Hall?
i have the dalaran hearthstone, but no portal.
Which portal are you referring to? To Orgrimmar?
it’s in the center of Dalaran, which ports you inside, then you go down some stair and their is a portal to Dalaran Crater.
I think you want the portal to Undercity, then take a flight path from there.
Ah, they removed all the persistent portals down there; you actually have to be on the specific Legion artifact quest that sends you to Karazan to see that portal temporarily.
Just remember to bring a slow fall item of some kind. 
All the extra portals that Dalaran used to have have been removed.

There may be some quest related portals but they’re only there briefly for certain quests (haven’t done Legion quests since Legion itself so can’t verify). If you are Horde the fastest way to Karazhan is by taking a zepplin from Orgrimmar to Stranglethorn valley and flying to Deadwind Pass.
I know exactly what you’re talking about. The Portals in the Chamber of the Guardian… however those portals were all removed in 8.1.5 except for… one quest. I think there is one particular quest where the portals will still be there (phasing or some such).
I just checked all my toons and every one with an Artifact weapon and some Order Hall progress has no portals there. Unfortunately… the only toons I have without Artifact weapons to help me remember which quest and what progress it was that removes the Dalaran crater portal are too low a level to get an answer to this thread in a reasonable time.
Suffice to say… if you have characters that can see the portals. Those characters are lucky and you should probably not do any Legion content with them if you want to keep those portals there. Otherwise, the Portals aren’t possible to get back for other toons since that’s working as intended.
