Also noob question. Do you have to take the pvp talent malornes swiftness for it to be 100% speed?
From what I’ve read that’s only in Arenas/BGs
No, that talent increases travel’s speed by 20% (it’s normally 40% in instanced pvp or combat) in bgs/arenas and ensures you’ll never go below 100% at least.
Out in the world, out of combat, you’ll move at mount speed regardless if you have WM on or off.
Only if you shifted into travel/mount form after combat ended.
If you shifted before combat ended you stay at the slow speed after it drops until you shift again.

Travel form does not benefit from speed buffs like Crusader Aura. I’m not sure whether it benefits from the guild speed buff either. I’m slower in travel form than my pally buddy at 100% speed to the point where he’ll pull ahead of me if we’re riding a ways to a WQ.
Or if you shifted and it glitched. I’ve been randomly getting non-combat travel form speed lately. It’s very annoying. Shifting to mount form fixes it but then I can’t get to Moonkin without going through caster.
It does not benefit from the guild buff either

It moves at the baseline mount speed (that means absolutely no mount buffs). It doesn’t benefit from any mount speed buffs, and since most people do have mount speed buffs, it means you’ll be moving slightly slower than mount speed.
