So I’m trying to train Legion cooking on one of my characters, and I know that to get him to spawn, you need to find a starter recipe first, then you can train in cooking.
Well, I did that and… he’s not spawning. At all.
And since he’s not spawning, I can’t actually train cooking and can’t level it.
I logged out and back in, I travelled to Org and back, I did a quest, killed some mobs, he still hasn’t spawned.
You train Legion cooking by training at Katherine Lee at the Alliance Inn.
Then you acquire Legion recipes doing quests or from drops. You learn the recipes, which are recipe items in your bags rather than automatically taught.
The first one you learn, Nomi pops in and offers his quest.
Critical points: you can’t learn any of the recipes in your bags unless you train the basic Legion Cooking ability, which will start out with no recipes. If you can’t learn the recipes, you can’t summon Nomi with the first learned recipe.

Apparently they changed it.
Once you obtain a recipe, you gotta go to your faction’s kitchen, and talk to the NPC there to learn Legion Cooking, and then you can use the recipe scroll you just got and IIRC, Nomi will then come and find you, or he’ll be standing in the kitchen or some-such.
Dunno why they changed it, but that’s apparently how it works now.
