Yes it is. It literally saves you a billion mana per bg.
You can mount while noggenfogger as a moonkin so you don’t waste mana shifting JUST to engage a target.

OP, can you please walk me through your thought process?
Slowfall can be nice, but everything else… Not really.
Noggen persist through death and 20 minute duration would be nice.

Persist through death should already be a thing but I agree a much longer duration would also be nice.
It takes up sooooooooo much bag space
Think of all the mana you could have saved by keeping your mouth shut. This is clearly unintended, you’re essentially asking to get nerfed here. Good job.

i could care less, its a change that needs to happen.
Things don’t get changed/fixed unless you speak up.
Noggenfogger needs to persist through death. I already start 99% of my pvp fights with 70% of less mana from buffing/ switching to boomkin form

But if there is a change, that’s not the change that’s going to happen, they will just remove the interaction entirely

They missed an opportunity to add a few extra secret costumes to the noggenfogger elixir as well asa surprise, that would’ve been cool 
That would be the dumbest thing they could do so that would make sense.
