I’m unable to trick or treat in the Hammerfall inn to complete the Tricks and Treats of Eastern Kingdoms. Its the last one I need. Not only is there no candy bucket there are zero Hallow’s End decorations. I assumed i was in the wrong time like i’ve encountered elsewhere so i went to Zidormi in Arathi Highlands and changed the time and in the other timeframe there aren’t even npc’s in Hammerfall.
Help would be appreciated

I’m having the same issue,but on Badlands with Dreadmaul Hold. After talking to Zidormi she changes the time ,but the place is empty… no mobs…nothing
I was having the same problem, and it was driving me crazy. Sadly Zidormi in Arathi Highlands doesnt have a text bubble that shows on the map. I found her at 38.19 / 90.12 (towards the bottom of the map). Spoke to her and showed me old Hammerfall, and was finally able to complete the quest. Best of luck to everyone
I can find her and change the time. It just doesn’t help when I go all the way back to Hammerfall.
I got it to work on one of my toons but not the one i’m trying to complete the achievement with.
Thanks for posting though. I’m hoping Blizz will fix this before Hollow’s End is over. 
Yo, my friend and I figured out a small fix.
So I’ve been jerked around by Blizz’s auto response all week. Tonight I travelled to Hammerfell again with a friend who was able to interact/see the bucket, initiated Party Sync, and it brought me into his phasing where I was able to finish the achievement.
We were both in the previous timeline, but for some reason, not just Hammerfell, but no NPC’s or Mobs spawned in all of Arathi. This seems to be a much larger phasing bug than just the holiday stuff. I hope this helps everyone.

From what I have seen. the Hammerfall bug is probably because they didn’t remove the trick or treat content from future expansions. Hammerfall is not on the list for the achievement. It was added later than wrath. the fact that there is a pumpkin there to loot is because they flat out forgot to remove it.
