No tome of divinity

Brother wilhelm does not offer the Tome of Divinity questline. I have no way to learn rank 1 resurrection. Researching this topic leads to many answers where a GM reset it for the player. I don’t understand what has changed in between now and then but I have no idea what to do and no way to resurrect fallen players.

If you are human get it from the Paladin Trainer in Goldshire to be sent there.

If you are a dwarf, get it from the Paladin Trainer in Kharanos.
