Do these have a weekly lockout or something like that? Went into the rift for the second time this day and didn’t get anything despite Encapsulated Destiny.
Experiencing this as well. Using live to bug test like normal still.

So far:

Encapsulated Destiny (blue item that guarantees an item from a time rift) is not working.

The Contained Paracausality (the purple container reward from the Soridormi weekly quest) does not guarantee a Dilated Time Capsule. People have gotten them, though, so it may just not be guaranteed anymore.

Time Rift completion not registering (for achievement purposes, at least). The “Chronograde Connoisseur” achievement requires you complete each of the time rifts. I’ve done 4 from start to finish but I only have credit for one (the one I did just now).

Bosses can drop items on seemingly no sort of lock out, at least. I got a Dilated Time Capsule from the 2nd one I did and the epic 402 polearm from the 3rd one (I was ret loot spec, so no idea if that’s working or if I was lucky). Also no duplicate protection on these. I got another, identical polearm.
I’d hold onto those Encapsulated Destiny and maybe wait before turning in the weekly until an update from Blizzard (or Monday).

Same which was why i was absolutely seething yesterday.
I did however get one this morning, and I got another one, this time on my Evoker.
Now, what I did not get was the weekly quest on the Evoker so I guess it’s one per account. Which seems…rather stupid.

I’m glad they’re dropping, but the point I’m trying to make is if the weekly quest item is supposed to contain the capsule, it’s a bug because it didn’t.
Hoping this evening to do some more and hopefully get one, my poor druid needs a weapon upgrade so bad.
I agree 100% like i said, was absolutely livid and i want this fixed.
At the barest of minimums, assuming we’re both just boned on our weekly reward, there is still the chance we can get it if we dont want to wait a week.

Adding info here:
Doing the time rift with robots seems to never yield loot. I’ve gotten loot on all of the other rifts (be it currency, rep, or items), and I’ve done around 8 total.
I’ve gotten it two times now, and both times no loot. One of the times, I was instantly ported out of the instance as soon as the boss died.
An additional bug I’ve seen others experiencing is: Not being able to enter the boss room because it’s “full.” This seems like a terrible oversight and needs addressed.
EDIT: would like to add yet ANOTHER bug. If the area is full of players you may get “Transfer aborted instance not found.”

I have done this once so far (yesterday) in a pug raid. We killed the boss and I got credit for the time rift weekly, but no credit for the When Time Needs Mending quest.
I could not loot the last boss either.
I didn’t get loot, rep, achievement, quest credit. Nothing. Went to loot the boss, but nothing was there. Between this and the lock quest having to fight a huge mob of people to tag, this is a horrible patch launch.

Soridormi’s weekly is currently not flagged as a raid quest. Completing the event WITHOUT joining a raid will allow you to complete the quest.
Not sure if this has anything to do with loot drops, but I also noticed I got no end loot when completed in a raid group, but DID get loot when I went in solo. If anyone else can confirm or deny the pattern, that would be really helpful.
I can only hope this is not intentional …
Same here… was getting loot on this toon until I switched, got the normal weekly loot drop and then 6 more runs later of it and nothing 
I keep getting a de-buff for about 10ish minutes after completing a rift and I cant tell if maybe the timer is wrong or if its just a bug?
My friend gets 1-2 loot pieces each run we do, meanwhile I had gotten nothing sooo idek D: Hope they fix this is bug or whatever it is.
Well, I did two on my resto shaman and it did give me loot but AGILITY trinkets, obviously. Yes my loot spec is set correctly. So that means that my hunter set to RANGED will get a polearm. I just can’t wait!!
So far I’ve had both extremes.
I have a character that was able to pick up the weekly quest, received the green, blue and purple boxes for the first phase, completed the second phase / boss fight and received loot (was in bags), and completed the weekly quest along with like three other quests that awarded currency.
That character ended up with loot, a token for vendor gear, 2x the on-use tokens to get loot off future events, some item giving a transmog appearance, and almost 2k currency.
I have another character that was unable to pick up the weekly quest, received the green and blue boxes for the first phase, and got ‘instance full’ for the second phase with no way to complete the event.
That character ended up with nothing but a couple of hundred currency.
Most of my characters have results that are much closer to the last example than the first, with no loot, a small amount of currency, and no weekly.
None were in raid groups BTW.
Oh and to the loot spec issue - that seems to be the case with all the ‘catch up’ events, I have a holy pally that got a 2h strength weapon and a reto druid that got an agi polearm from other events.

I tried this myself, I used the Encapsulated Destiny and I got no loot after I waited for the boss gate to open. I then waited out for the next time rift and used an Encapsulated Destiny and I participated in all the stages, I killed the last boss and got 4 bags first three rewarding x1 mount and 1 pet with the usual Paracausal Flakes the bonus chest gave another mount.
Both of the items that give that "Guarantee Regardless of how many items you already have bought or looted have decent fail rate. I have used over 20 of them which have failed.Granted I was just after something i did not have which at the time of this was the mail pieces of the warfront recolor only pieces im missing.Not a bonus extra trinket regardless if I have any or pets.(Until i’m am missproven Pets are a 1 off drop even if you cage then trade them or sell them. I gave mine all away to randoms since I wasnt in the mood to AH them.).I have made my own post on this part but I keep getting the White Wolf Mount I now have looted 20 after my initial loot. Bug reported it ticket on here still keep getting them and I’ve only done 1 toonout of 8 so most likely that number will go up to 25 by next reset and I am quite over it.And if these Failed time rift guarantee items even give you something I have no idea what it is.
Seems like this is still a thing. Used the “guaranteed loot” item, finished the rift, boss wasn’t lootable and my only rewards at the end were the three item quests I picked up along the way.
I have no idea if this is because the event has an account-wide lockout or not or what happened.
This is still happening. I am so tired of this. They’re wasting resources on temporary content, when the game is grotesquely broken.
Meanwhile, there are constant cash grabs in the store.
