No swim buff on Sirens isle despite doing the quest that gives it?

You need to equip the ring for it to activate.

The ring is BIS now due to gem fix.

Also in my experience it takes a few seconds to register as well.

The ring was always going to be bis once you had everything, the fix was just letting you acquire everything right away.

it is RNG just like everything else in the game lately

really wish, swim buffs or no, Blizzard (and game devs in general) would stop making underwater crap.
