No sound or streaming out of game while I have WoW loaded

I noticed this started happening with 8.1.
When I have WoW open, sound on the same sound card (I use speakers for game sounds and a headset for discord) stop working for other programs. So discord still works (usb headset), but I get no sound from chrome or another game if I happen to have it open. Additionally, I am unable to watch any streaming video (YouTube/Netflix).
If I close WoW, the stream immediately starts.

My audio drivers are up to date.

Hey, Kalyth<Catalyst>! It sounds like exclusive control on the playback device. Disabling this option can help.

If it continues, try with only the headsets or speakers. It may just be confused with the default device. Providing DxDiag files can help us check the sound devices as well. Place it between two (~~~~), it should look like this:
